The U.S. Environmental Protection Agency (EPA) has instructed the Illinois EPA to change its environmental permits. This incident occurred because EPA received a lot of complains from people against the Illinois EPA regarding how they let General Iron, a metal recycling company, move to Chicago which is already dealing with pollution.

General Iron's move made a lot of people upset because it has a history of breaking rules and making the environment worse. According to the new rules, now, the Illinois EPA has to make sure that the community's thoughts and the companies' past actions are taken into consideration while deciding environmental permits.

Meaning they need to update the Illinois SIP? Is it a NAAQS issue or something else unrelated?
 
It is mainly related to NAAQS issue. According to the new rules, local governments or state governments cannot give permits without considering community's concern. They also need to check the track record of the company trying to get a permit.
