I am a permit tech for a small jurisdiction.

Hi Elissa B and welcome! There's one other WA State permit technician on here, @Emily C, who was mentioning earlier about taking building inspector and plans examiner certification courses through the Washington Association of Building Officials (WABO). I think it's great that Washington has a structured program for educating the state's building officials. Are you working your way through WABO's accreditation program as well?
