A friend of mine has gotten badly burned after jumping the gun on a Ready to Issue permit. Don't forget that all that means is that your application has been looked over and accepted. It's just a status update, really. The building permit won't actually be issued until you've paid all the required fees. Don't start work until you have that legal permit in hand. My friend got caught and received a hefty fine for his troubles.

I second this. RTI or Ready to Issue just means the permit is ready to be paid for. Once the permit has been paid, the status of the permit becomes Issued. Once issued, the customer can begin their work.

I have to tell people all the time that they can't start work until I give them the permit; just because the fees are paid doesn't mean they're good to go!
 
RTI does not mean issued here in the City of North Bend. Also, the review process does not start until permit fees have been paid, and the only permits issued over the counter are residential mechanical. All other permits have a review process before they can be issued.
