In Arizona, you can open carry and conceal carry. A 15-year-old can do either when in the presence of a qualified adult. (Non felon)
I have only seen a handful of adults in Arizona open carry though.
Call me a cynic, but for every rule, there is a workaround. This is a fact, so it amazes me that lawmakers wait until people break certain rules before they put more specificity on laws.

I find it ironic that we are still using offline methods of permitting online companies. I understand this is a legal issue, and it goes to show that laws have a hard time keeping up with “e-changes”.
